AIRFIELD APPLICATION CALLED IN BY SECRETARY OF STATE!

GO-EAST HAVE JUST TELEPHONED TO SAY THAT THE SECRETARY OF STATE HAS DETERMINED TO CALL IN THE RIVENHALL APPLICATION FOR A FULL PUBLIC PLANNING INQUIRY.

Well done to everyone who has helped for so long in the campaign - it has paid off. Essex County Council has been stopped from granting consent. There will be a full public inquiry with a host of policy issues being called into question.

The paperwork has not yet been issued.

STOP the INCINERATOR on Rivenhall Airfield 

Wednesday 29th April 2009 Dear Campaign Supporters 

As many of you will know by now, Essex County Council's Development and Regulation Committee approved the airfield planning application on Friday 24th April.  

However, it was not the meeting that many of us expected. The discussion on this one application lasted over an hour and a half. 

Not a single councillor spoke in favour of the application. All of those who spoke either asked very good questions or said they were voting against (with the one exception of a councillor who asked whether the plant included an incinerator !). Many of the councillors saw through the officer presentation, which was heavily weighted towards the development - and they said so.

County Council set to break "no incineration pledge" for Essex this Friday
Residents and councillors organise peaceful protest on steps of County Hall
Essex County Council is to consider a planning application for a regional waste site and 360,000 tonne per annum waste incinerator sited at the former Rivenhall WW2 airfield this Friday (24th April) with an officer recommendation of approval.
Residents and councillors will be holding a peaceful protest on the steps of County Hall starting at 9am on Friday, ahead of the meeting that starts at 10am.

CRUNCH TIME! 

PLEASE READ!

The waste site and incinerator application is to go to committee on Friday 24th April, 10am County Hall (entrance via Duke Street). We do not expect anything other than a rubberstamping of the officer recommendation to approve, despite the overwhelming level of opposition and the clear policy breaches - the latest count is well over 800 objections from residents, councils and organisations.

Dear All
Thank you once again to everyone who is helping the campaign. We have had more donations in and it sounds as if the petition is going very well. A number of campaign supporters have also written directly to the Secretary of State and others have provided further photographs of the airfield for our records and for submission to the various authorities.

UPDATE

We have now had a detailed conversation with Essex County Council and it looks likely that the application WILL go to a committee hearing on Friday March 27th.

PLEASE KEEP MARCH 27TH (AND APRIL 24TH) FREE IF YOU CAN - TO ATTEND AT COUNTY HALL. THE MEETINGS START AT 10.30AM SO WE WOULD NEED TO GATHER AT 10AM FOR A LOBBY.

No aspect of the applications for the airfield appears on the agenda for the ECC committee meeting this month (February). We have asked ECC what this means in view of the fact that when the first application was last considered at committee in December, the legal agreements had still not been signed. If that is still the case, it is now nearly 2 years since the applicants were invited to enter into legal agreements.

Rivenhall Incinerator campaign  

The latest updates are as follows:

1. Following a request from the Campaign, Essex CC has released the numbers of respondants to the original application:

That is clearly a heavy weight of public opinion and under planning law is in itself a "material consideration".

2. Last night, Braintree DC agreed to reiterate its original objections and submit new ones as part of the current consultation. There was unanimous agreement to a series of questions and objections relating to the information revealed in the Regulation 19 material from the developer - which shows greater impacts from the scheme but even less certainty as to what he really intends to build - particularly his statement that he may turn the entire operation over to commercial and industrial waste, including from London.

3. Campaign supporters, including many local councillors and landowners, were out in the winter sunshine last weekend taking digital photos from 10 viewpoints around the airfield, some over a mile away. These are being used to produce visualisation montages of what the area looks like now and, using image processing software, would it could look like if the development goes ahead. These will be sent to Essex CC and also published on websites and sent to the press. We have no doubt that the applicants have not accurately portrayed the visual impacts of the scheme, which is one of the most important planning considerations.

4. Campaign supporters have been in touch with several wildlife and countryside organisations asking them to object to the latest consultation information, including the Woodland Trust, CPRE and the Essex Wildlife Trust. If you are a member of any of these organisations, please do contact them to ask if they have submitted objections.

5. Finally, we still do not know if and when the application may go to committee. Last night, BDC officers stated that they had "been told informally that a further (Reg 19) consultation may have to take place".
